France's Parliamentary Permacrisis: The Beginning of a New Political Reality

Back in October 2022, as Rishi Sunak assumed office as the UK's leader, he became the fifth consecutive British prime minister to take up the position over a six-year span.

Unleashed on the UK by Britain's EU exit, this signified exceptional governmental instability. So how might we describe what is occurring in France, now on its fifth prime minister in two years – with three in the last ten months?

The current premier, the recently reappointed Sébastien Lecornu, may have gained a brief respite on that day, sacrificing Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the cost of his government’s survival.

But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not experienced for decades – perhaps not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.

Minority Rule

Essential context: from the moment Macron called an ill-advised snap general election in 2024, the nation has had a hung parliament separated into three opposing factions – the left, far right and his own centre-right alliance – without any group holding a clear majority.

At the same time, the country faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are approaching.

Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the president appointed his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be much the same as the old one – he encountered anger from allies and opponents alike.

So much so that the following day, he resigned. After just 27 days in office, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “personal ambitions” would make his job virtually unworkable.

Another twist in the tale: just hours after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to secure multi-party support – a mission, to put it mildly, not without complications.

Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, vowing to reject any and every new government unless there were early elections.

Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to prevent a vote. The leader's team announced the president would name a fresh premier 48 hours later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be frozen until 2027.

With the right-wing LR already on board, the Socialists said they would not back censorship votes proposed against Lecornu by the far right and radical left – meaning the government should survive those ballots, due on Thursday.

It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is only the beginning.”

A Cultural Shift

The issue is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves divided over how to handle the new government – certain members remain eager to bring it down.

A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR seek his removal.

To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, like his predecessors, toast.

Few would bet against that happening sooner rather than later. Although, by some miracle, the divided parliament summons up the collective responsibility to approve a budget this year, the outlook afterward look grim.

So is there a way out? Early elections would be doubtful to resolve the issue: surveys indicate nearly all parties except the RN would lose seats, but there would remain no decisive majority. A fresh premier would confront identical numerical challenges.

An alternative might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and aim for a legislative majority in the following election. But this also remains unclear.

Surveys show the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that French electorate, having chosen a far-right leader, might reconsider giving them parliamentary power.

Ultimately, France may not emerge from its quagmire until its leaders acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be feasible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will prove anything but temporary.

“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
