Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are delivered from various governments. Significant resources is expended on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a ability enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile cruise missiles roared overhead – sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The 28-point plan from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new proposal from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, no doubt, continue.
Tactical Assessments
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration operates on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
